Head of Civil Service in Borno State, Dr. Muhammad A. Ghuluze, has identified security conditions, digital literacy gaps, and funding limitations as major challenges facing the state civil service.
He stated this at a press conference marking the 2025 Civil Service Week in Maiduguri.
The theme of the 2025 Civil Service Week is ” _Revitalizing Public Service for a Secure, Inclusive and Digital Future,”_ aligning with national reform efforts and the state’s aspirations under Governor Babagana Umara Zulum’s leadership.

Dr. Ghuluze said, “We are gathered here today to celebrate the 2025 Civil Service Week, reflect on our journey, achievements, and lessons as a public service.
Despite security challenges, the Borno State Civil Service has recorded key achievements, including conducting promotion exams, digitization drive, and capacity building for civil servants.
The HOS highlighted plans to implement a biometric attendance tracking system, launch a service innovation lab, and introduce a Civil Servants Health and Wellness Scheme.
Dr. Ghuluze noted that the Borno Civil Service is transforming into a people-centered institution with a renewed focus on equity, inclusion, performance-driven, and accountable workforce.
He emphasized the importance of discipline, innovation, and media support in driving civil service reforms.
The HOS announced the launch of the 2025 Borno State Civil Service Innovation Award of Merits, establishment of a Civil Service Reform Monitoring and Taskforce Committees, and commencement of a mentorship program.
He also introduced SERVICOM to ensure public trust and accountability.
