Kaduna State Government has described Governor Uba Sani’s assent to three strategic laws as a major step towards accelerating economic growth, strengthening institutions and promoting sustainable development across the state.
The laws include the Kaduna State Electricity Law, 2026, Kaduna State Agricultural Development Fund (KADFund) Law, 2025, and the Kaduna State Climate Change Advisory Board Law, 2026.
Commissioner for Information and Culture, Ahmed Maiyaki, said in a statement that the legislations provide a comprehensive framework for transforming Kaduna’s energy, agricultural and environmental sectors.
Speaking on the significance of the laws, the Deputy Chief of Staff on Legal and Legislative Matters, Dr Mustapha Musa, described them as one of the most far-reaching governance reform packages introduced by the state government in recent years.
According to him, the reforms are designed to expand access to electricity, stimulate agricultural productivity, strengthen climate resilience and drive sustainable economic development through strong institutions.
The Electricity Law establishes the Kaduna State Electricity Regulatory Commission, which will oversee electricity generation, transmission, distribution and supply within the state.
The law is also expected to attract private sector investments and promote renewable energy development.
Similarly, the KADFund Law creates a dedicated financing mechanism to support farmers, cooperatives, agribusinesses and other actors in the agricultural value chain through grants, soft loans, technical assistance and critical infrastructure investments aimed at boosting food security.
The Climate Change Advisory Board Law, on its part, provides a framework for climate action, environmental sustainability, climate finance mobilisation and the integration of climate considerations into development planning.
Maiyaki said the laws underscore the administration’s commitment to building resilient institutions capable of attracting investments, expanding economic opportunities and improving the living conditions of citizens.
He added that the legislations reflect Governor Uba Sani’s vision of laying a solid foundation for a prosperous, competitive and environmentally sustainable Kaduna State.
According to the commissioner, the reforms will strengthen food security, improve living standards and position Kaduna as a leading model for innovation, sustainable development and effective sub-national governance in Nigeria.
