Borno State Governor Babagana Zulum has identified corruption, poor funding and poor leadership as major problems bedeviling local government.councils administration in Nigeria.
Governor Zulum made the observation on Wednesday while receiving participants of 44th Course Group 7 of National Institute of Policy and Strategic Studies (NIPSS) ,kuru Jos.
The participants were led by the Director General of NIPSS, Professor Ayo Omotayo, who were on a courtesy visit to the governor at the Government House Council Chamber, Maiduguri.
The governor also added that other teething challenges truncating LGCs management system include lack of qualified teachers in primary schools and most of the Local Government Councils staff are redundant.
He however lamented over the lack of social amenities in the Local Government Areas that calls for good governance at the local government council level
Governor Zulum, further, suggested that the situation needed to be addressed appropriately, while commending this year’s study theme,” Local Governance in Nigeria: Challenges, Options And Opportunities,” describing it as timely.
“Borno will provide the team with opportunity to learn more in conjunction with Federal Government which is doing everything possible to bring back the lost glory of Borno state ,”Zulum said.

Governor Zulum also lauded his alma mata for visiting him while he is in the office as a governor.
It would be recalled that Professor Babagana Umara Zulum is a member of the institute and also a visiting Professor to the institute before he was elected a governor in 2019.
The Director General, National Institute for Policy and Strategic Studies, Prof. Ayo Omotayo said the institution decided to choose Borno State for its unique features of bordering three international countries of Chad, Niger and Cameroon Republics and to see how Borno State is rapidly recovering from its 13 years of insurgency.

Prof. Ayo pointed out that “It is not easy to restore peace to war affected areas but here in Borno state, Governor Babagana Umara Zulum has done so in a very short period of time”.
He then called on other governors to emulate Governors Zulum’s style of leadership and to pursue their mission.
