The Head of the Civil Service of the Federation (HCSF), Mrs. Didi Walson-Jack, has directed Ministries, Departments, and Agencies (MDAs) to fully transition to paperless operations by the end of 2025.
This call is part of the Federal Civil Service Strategy and Implementation Plan (FCSSIP 25), which aims to accelerate digitalization across the civil service.
Walson-Jack emphasized that going digital is not just a directive but a necessity for modernizing the civil service.
“We are urging all MDAs to go paperless. This is not just a directive, it is something we have already implemented,” she said on Wednesday in Abuja at a world press conference ahead of the 2025 International Civil Service Week and African Public Service Day, scheduled to hold between June 25 and June 26.
She said that her office has been paperless even before she assumed office.
The HCSF noted that while some MDAs are making progress, others face challenges, particularly with funding.
“The race to Dec. 31 is on, and by the grace of God and with sustained effort, the entire civil service will be paperless by the end of 2025,” she assured.
Walson-Jack also mentioned that partnerships are being leveraged to support the transition.
Walson-Jack explained that digital transformation goes beyond eliminating paper, involving the automation of workflows and improvement of service delivery.
“This journey is about reforming how the civil service operates for greater efficiency and accountability,” she said.
The HCSF expressed concerns over delays in implementing the Performance Management System (PMS) across MDAs, citing funding challenges. However, she assured that the system remains operational, albeit at varying stages of implementation.
