2022 budget: Zulum presents N267,922,484,000.00 appropriation bill to Borno Assembly

Governor Babagana Zulum of Borno State on Tuesday presented a N267,922,484,000.00 appropriation bill for the 2022 fiscal year with N172,535,634,000.00 as capital expenditure and N95,385,859,000.00 as recurrent expenditure to the members of the Borno State House of Assembly (BOSHA)..

He also said that the budget will be financed from a recurrent revenue of N113, 839,901,000 which will comprise of FAC revenue of N 48,215,985,000, Internally Generated Revenue (IGR) of N34,534,704,000, Value Added Tax (VAT) of N20,716,973,000 and other Federation Account Sources of N10,372,238,000.

The governor who stated this while presenting the 2022 annual budget to the state assembly members further explained that the proposed budget will also be financed by a Capital Receipts of N154,081,583,000 comprising of loans and grants.

He said the proposed 2022 appropriation bill is based on the federal government fiscal forecast for 2022-2024 Medium Term Expenditure Framework which which in Borno state case, is based in anticipated increase in Internally Generated Revenue (IGR) during the 2021 fiscal year Appropriation Bill of N248,391,615,000 that was tagged,” The people’s budget of recovery and consolidation “, which capital budget was N179, 261,364,000 and recurrent expenditures of N69, 131,252,000.

The budget has the highest sectoral allocation to the Ministry of Education with N308,069,877,000.00 followed by Ministry of Finance, Budget and Economic Planning with N30,460,940,000.00 and Ministry of Health and Human Services with N24,274,696,000.00 next to Ministry of Ministry of Reconstruction, Rehabilitation a d Resettlement with N23,801,595,000.00 while Ministry for Local Government and Emirate Affairs with N404,665,000.00 and Ministry of Information, Home Affairs and Culture with N1,408,276,000.00.

Zulum said the 2022 appropriation bill has a sectoral allocation for both capital and recurrent expenditures of N3,297,000,000.00 allocated to Borno State Security Trust Fund, Ministry of RRR has N23,801,595,000.00, Ministry of Education N38,069,877,000.00, Ministry of Health and Human Services N24,274,696,000.00, Ministry of Housing and Energy N8,788,172,000.00 and Ministry of Fiance, Budget and Economic Planning N30,460,940,000.00.

Ministry of Agriculture and Natural Resources got N10,423,978,000.00, Ministry of Animal Resources and Fisheries Development N1,970,249,000.00, Ministry of Water Resources N10,657,004,000.00, Ministry of Environment N4,005,980,000.00, Ministry of Information, Home Affairs and Culture N1,408,276,000.00, Ministry of Inter-governmental Affairs and Special Duties N4,942,910,000.00 and Ministry if Justice had N2,691,214,000.00.

Others include Ministry for Local Government and Emirate Affairs N404,665,000.00, Ministry of Poverty Allocation N4, 247,060,000.00, Ministry of Religious Affairs N2,291,801,000.00, Ministry of Trade, Investment and Tourism N6,263,549,000.00, Ministry of Transport N4,448,563,000.00,Ministry of Works N22,979,544,000.00.

Ministry of Women Affairs and Social Development was allocated N2,312,386,000.00, Ministry of Youths Development and Sports N3,229,749,000.00, Audit N315,295,000, Governors Office N18,671,862,00), Office of the Secretary to the State Government N9,076,518,000, Office of Head of Service N 4, 108,891,000, BOSHA N5,638,716,000.00, BOGUS N2,623, 468,000.00, Borno State Urban Planning and Development Board N486,650,000.00, Local Government Service Commission N569,869,000.00 and Borno State Independent Electoral Commission N895,315,000.00.

The governor however pledged to work assiduously and prudently towards ensuring that he implements the proposed 2022 budget for the good people of Borno state, for humanity,, for posterity and to the greater glory of God

He also thanked the Speaker and members of the house for their support and cooperation to his a government achieving what have been provided to the people in the past years while appealing to the house to expedite efforts in ensuring speedy passage of the proposed 2022 budget.

On his part, the Speaker of the house, Rt. Hon. Abdulkarim Lawan commended the governor for finding time to come and present the 2022 budget while appreciating the governor also for his efforts and performance towards rebuilding and developing the state.

Abdulkarim while assuring the governor that the appropriation bill will be given accelerated consideration. also commended the governor for executing some gigantic projects across the state especially, schools, hospitals, clinics, roads and drainages in the overall interest of the people and state in general .

He also commended the leadership style of the governor, his support and cooperation to the state assembly in ensuring the actualization of 19 point agenda, his missions and visions..

The speaker, further reaffirmed the continuous support and cooperation of the house.members to the executive arm of government in serving Borno State people diligently and tremendously.
