Federal Government, in collaboration with the African Development Bank (AfDB), the Islamic Development Bank (IsDB), and the Abia State Government, has launched a transformative $263.8 million Integrated Infrastructure Development Project aimed at revolutionizing urban infrastructure, improving mobility, and fostering sustainable growth in Abia State.
The initiative, announced by the AfDB on Wednesday, focuses on addressing long-standing challenges in urban transport, erosion control, and waste management in the cities of Umuahia and Aba.
With a funding breakdown that includes $115 million from the AfDB ($100 million from its ADB window and $15 million from the Canada-AfDB Climate Fund), $125 million from the IsDB, and $23.8 million in counterpart funding from the Federal Government, the project is set to reshape Abia’s infrastructure landscape.
“This is a landmark project that will unlock Abia’s potential by modernizing critical infrastructure and creating opportunities for our people,” said Abia State Governor Alex Otti.
“With the support of our partners, we are building a future where access to education, healthcare, and economic opportunities is within everyone’s reach.”
The project will rehabilitate over 248 kilometers of roads in Umuahia and Aba, restore two major erosion sites, and promote private-sector investment in waste management through public-private partnerships.
It is expected to create over 3,000 temporary jobs during construction, with 30% reserved for women, and approximately 1,000 permanent jobs during the operational phase, with half earmarked for youth trained through the State Youth Road Maintenance Corps.
“Young people are the heart of this project,” Governor Otti added.
“By equipping them with skills and opportunities, we are investing in a generation that will drive Abia’s growth for years to come.”
Director-General of AfDB’s Nigeria Country Department, Dr. Abdul Kamara, emphasized the project’s broader impact.
“This is more than roads and infrastructure—it’s about transforming lives by cutting travel times, boosting incomes, and creating space for women and youth to thrive,” he said.
“Our partnership with Nigeria reflects a shared vision for inclusive and sustainable development.”
The initiative also incorporates robust social and environmental safeguards, including training for women and youth entrepreneurs, resettlement support, and awareness campaigns on HIV/AIDS and STIs.
Dr. Akande Oyebola, Assistant Director at the Federal Ministry of Finance, underscored the government’s commitment: “This project is a testament to our resolve to drive economic progress and improve living standards for the people of Abia.”
Abia’s Commissioner for Works, Otumchere Oti, assured stakeholders of transparent implementation.
“We are committed to delivering this project with accountability and precision,” he said.
“Our monitoring systems are in place to ensure every resource is used effectively to achieve lasting impact.”
The AfDB will provide ongoing technical support and supervision to ensure the project’s success, marking a significant step in its mission to advance Nigeria’s sustainable development goals.
