
As Benue State races toward full digital adoption across its public sector, civil servants at the Office of the Head of Service have embarked on comprehensive training in digital literacy and the Electronic Document Management System (EDMS).
This initiative supports the State Government’s directive for all Ministries, Departments, and Agencies (MDAs) to operate entirely digitally by November 25, 2025.
Spearheading this digital transformation is the Benue Digital Infrastructure Company (BDIC), led by its Managing Director and Chief Executive Officer, Gbande-Hembaor Terwase. BDIC is not only driving technological adoption within government but is also positioning Benue State as an attractive hub for commercial digital engagements and partnerships.

Gbande-Hembaor Terwase highlighted, “Equipping civil servants with digital skills is a foundational step toward creating an enabling environment for both efficient governance and broader commercial opportunities. A digitally transformed public sector can stimulate business innovation, attract technology investments, and open new pathways for private sector collaboration.
“The training equips civil servants with the skills needed to manage digital workflows and document handling, drastically improving administrative processes. This enhanced efficiency signals to potential investors and tech companies that Benue State is ready for commercial digital services, including cloud hosting, software solutions, and digital communication platforms.
Participants expressed excitement about how the digital tools will improve service delivery and provide new opportunities for private sector engagement. “A smarter government means better partnerships with businesses that can provide innovative solutions and services,” noted one trainee.

With the digital deadline set for November 25, the State Government, alongside BDIC’s strategic leadership, is confident the transition will not only modernize public service but also attract commercial investments, fostering economic growth and job creation in Benue State.
