Zulum swears in HOS, advisers, 27 caretaker chairmen

Borno State Governor, Babagana Zulum, on Friday sworn in the new Head of Service (HOS), Bartister Malam Fannani.

 

Governor Zulum also sworn in the new Deputy Chef of Staff (COS) to the Governor, Haruna Hassan Tela, Special Adviser on PR and Communications Strategy, Malam Isa Unar Gusau and Special Adviser on Security, Brigadier General Abdullah Sabi Ishaq as well as the reappointed 27 LGCs caretaker committee chairmen.

 

 

Represented by the State Deputy Governor, Hon. Umar Kadafur , the governor charged the 27 LGCs Transition Caretaker Committee Chairmen to dedicate themselves to their responsibilities and ensure the successful implementation and realization of the 25 year development plan of the present administration and the 10 year strategic transformation plan as well as the 10-points agenda of the state government.

 

He further warned the council chairmen against unnecessary abscondment of their duty posts which is their respective LGC headquarters while pointing out that, financial recklessness will also not be tolerated from anybody irrespective of the status or position of the offender.

 

Zulum also charged the LGCs Chairmen to prioritize education, health and housing in their activities as well avoid bureaucratic bottlenecks, while implementing government policies and programmes at the grassroots.

 

The State Chief Judge, Justice Kashim Zannah, administered the oath of office and allegiance to the new appointees, at the International Conference Centre of the Musa Usman Secretariat in Maiduguri while the State Deputy Governor, Hon. Umar Usman Kadafur, presided over the swearing ceremony.

 

According to him, workers should imbibe the core values of the Civil Service in delivering various services at the grassroots.

 

The HoS Barrister Mallam Fannami in his remark thanked the governor for giving him the privilege and elevating him to the highest position in Civil service as the 12th HOS while pledging to give greater attention to train and re-training of all categories of civil servants, specifically on computer training to improve on the development of human and capital resources training.

 

He said that workers are the catalyst in providing the dividends of democracy and good governance, as such the State government will introduce and strengthen the reward and punishment system in the civil service.

 

“We shall reward outstanding performances in the civil service,” noting that, this will motivate others and punish erring officers, as a deterrence to other workers,” Mallam said.

 

According to him, already examinations and interviews are being introduced for permanent secretaries, before they are promoted or appointed to higher positions or ranks continue in civil service.
