
Borno State acting Governor, Umar Kadafur, has signed the 2026 Appropriation Bill into law, marking a historic milestone as the first time an acting governor has assented to a state budget in Borno’s history.
The signing ceremony, which took place on Tuesday, 27 January 2026, also featured another major legislative action as the acting governor assented to an amendment of the Borno State Local Government Law (2000).
The amendment introduces a three-year tenure for local government chairpersons and councillors, a reform aimed at strengthening grassroots governance, enhancing administrative stability, and improving service delivery at the local level.
The 2026 budget was formally presented by the Speaker of the Borno State House of Assembly, Hon. Abdulkarim Lawan, who was accompanied by principal officers of the Assembly.
The event was witnessed by the State Chairman of the ruling party, Hon. Bello Ayuba, Acting Chief of Staff, Engr Mustapha Mallumbe, Head of Service, Dr. Mohammed Aminu Nguleze, members of the State Executive Council, Special Advisers, Senior Special Assistants, Special Assistants, and other senior government officials.
Speaking at the ceremony, Hon. Kadafur reaffirmed the administration’s commitment to prudent fiscal management, inclusive governance, and sustained reforms in the local government system.
He noted that the 2026 budget and the amended local government law are designed to accelerate development and improve the quality of governance and service delivery across Borno State.
He further stressed that the reforms reflect the government’s resolve to entrench stability, accountability, and efficiency in public administration, particularly at the grassroots, where effective governance has the greatest impact on citizens’ daily lives.
