The Bale Galtimari Consultative Forum (BGCF) has issued an urgent appeal to the Federal Government, Defence Headquarters, Nigerian Army, National Security Adviser, Borno State Governor, and the state House of Assembly to relocate Giwa Barrack from its current location in Maiduguri to a safer site on the city’s outskirts.
The call, made during a press briefing on Sunday at Galtimari Primary School, Fori, stems from repeated Boko Haram attacks on the military facility, which pose significant risks to over one million residents living nearby.
Acting Chairman of BGCF and Zanna Boguma of Borno, Dr. Zanna Hassan Boguma, highlighted the barracks’ history of attacks in 2014, 2015, and 2019, aimed at freeing detained insurgents, as well as a recent explosion in the barrack’s armory.
“Giwa Barrack has become a repeated target of Boko Haram terrorists, underscoring the grave risk faced daily by residents,” Boguma stated.
“The lives, properties, and peace of mind of our people are under constant threat due to their proximity to this high-value military target.”
While expressing gratitude for the military’s counter-insurgency efforts and Governor Babagana Zulum’s leadership, Boguma emphasized the need for action to protect civilians.
“We fully support a strong military presence in Borno, but strategic installations should not be located within residential neighborhoods housing vulnerable populations,” he said.
The forum commended Governor Zulum for his proactive engagement with communities and support for security agencies, particularly in Galtimari, Fori, and the 122 Housing Estate, which are in close proximity to the barrack. Boguma also acknowledged a motion by Hon. Engr. Ahmed Satomi, representing Jere Federal Constituency, which was adopted by the House of Representatives to relocate the barrack. However, he noted, “We are yet to see corresponding action.”
“This is not a political call,” Boguma clarified.
“It is driven by the need to protect lives, reduce civilian exposure to terrorist attacks, and allow the military to operate in a more secure environment.” The BGCF vowed to continue advocating peacefully until the relocation is achieved.
